Free Zones in Dubai: List and Where You Can Own Property

Clients who want an office or a warehouse in Dubai usually ask two questions in the same breath: which free zone should I be in, and can I actually own the space there? The first is a licensing question. The second is a property question, and the answer depends less on the free zone's name than on the plot the building stands on and the register that records it. This guide lists the free zones in Dubai as the UAE government lists them, explains what a free zone is and how it differs from the mainland, and shows where a buyer can hold property and how to check it before paying anything.

What is a free zone in Dubai?

A free zone is a designated area with its own authority that licenses and regulates the businesses set up inside it. In practice that means the company's licence, its permitted activities and its visas are handled by the free zone authority rather than by Dubai's Department of Economy and Tourism (DET), which licenses mainland companies. The UAE government portal u.ae sends anyone setting up a free zone business to the website of the relevant authority, because each zone sets its own procedures.

What a free zone does not do on its own is decide who owns the land or the building. Property ownership in Dubai is a separate system, run mainly by the Dubai Land Department (DLD), and we come back to it below. Keeping the two questions apart, licence on one side and title on the other, avoids most of the confusion we see.

How many free zones are there in Dubai?

The UAE government portal lists 22 Dubai free zones and authorities on its page on starting a business in a free zone (page updated 6 May 2026), while Invest in Dubai describes the emirate as having "20+" free zones. The count differs slightly from source to source because some zones sit under one authority and some are business districts inside a larger zone. This is the list as u.ae gives it:

  1. Dubai CommerCity (DCC) free zone
  2. Dubai Internet City
  3. Dubai Media City
  4. Dubai Production City
  5. Dubai Studio City
  6. Dubai Outsource City
  7. Dubai Knowledge Park
  8. Dubai International Academic City
  9. Dubai Science Park
  10. Dubai Design District
  11. Dubai Multi Commodities Centre (DMCC)
  12. Jebel Ali Free Zone
  13. Dubai Airport Free Zone
  14. Dubai Silicon Oasis
  15. Dubai HealthCare City
  16. Dubai Humanitarian City
  17. Dubai Maritime City
  18. Gold and Diamond Park
  19. Dubai South
  20. Dubai International Financial Centre
  21. Meydan
  22. National Industries Park

The same page lists 15 more free zones in the other six emirates. For a property buyer, the useful point is simple: if an area does not appear on this list, such as Business Bay, it is part of the mainland and the business that will use the unit needs a mainland licence or a permit that allows it to operate there.

What is the difference between a free zone and the mainland for a property buyer?

The difference is who licenses the business that uses the space, not who registers the property. A mainland office or shop is used by a company licensed by the DET; a free zone office is used by a company licensed by that free zone's authority. The title itself is registered with the DLD in both cases, with one major exception, the DIFC, which has its own property register.

That has three consequences when you buy. First, your tenant pool is narrower: a free zone office normally suits companies licensed in that zone. Second, the permitted use of the unit is set by the zone's rules as well as by the building's. Third, resale buyers face the same limits, so the zone's appeal to businesses is part of the property's value. We cover the office-specific side of this, licence, permitted use and exit, in our guide Free Zone or Mainland Office in Dubai: Licence, Permitted Use and Exit Checklist.

Can you buy property in a Dubai free zone?

Yes, in many cases, but it depends on the plot, not on the zone's name. Under Article 4 of Law No. (7) of 2006 Concerning Real Property Registration, non-UAE nationals may own freehold, or hold usufruct or leasehold rights of up to 99 years, only in areas designated by the Ruler. Those areas are defined plot by plot: Regulation No. (3) of 2006 lists 23 areas with their plot numbers, and later resolutions have added land.

A free zone can therefore contain freehold towers that anyone may buy, plots that are only leased to businesses, and land the authority keeps for its own use. Two zones show the range:

  • Dubai South: Resolution No. (7) of 2021 added a list of plots in Madinat Al Mataar to the areas where non-UAE nationals may own, both freehold and usufruct or leasehold up to 99 years, and names Dubai Aviation City Corporation in the process.
  • Jebel Ali Free Zone: Jafza markets pre-built warehouses for lease and offers land on standard land-lease terms, under which the tenant develops the plot according to an accepted plan. That is a lease, not freehold title.

The rule we give every client: the document decides. A freehold unit has a DLD title deed you can verify; a leased unit has a lease with an expiry date and conditions. Our guide Freehold vs Leasehold in Dubai: What Buyers Need to Know explains what each title gives you.

Where can you own an office or shop in a free zone?

The most active free zone market for office ownership is Jumeirah Lakes Towers, the community whose master developer is DMCC, the free zone authority itself, as the Dubai Media Office described it in September 2020. Office floors and shops in its towers trade on the resale market, and buyers should treat each one the same way: check the title deed, the permitted use and the service charges of the specific tower.

Elsewhere the picture changes zone by zone. Some business parks lease space rather than sell it, some sell whole plots to developers, and some have freehold residential and commercial buildings next to leased company premises. We do not assume ownership from the zone's brand; we confirm it on the deed and with the authority before a client pays a deposit. That is the one check that cannot be skipped.

If your goal is a shop or an office for rental income, compare the free zone option with mainland districts as well. How is buying property in the DIFC different?

The DIFC has its own property law and its own register. Real property there is governed by the DIFC Real Property Law, DIFC Law No. (10) of 2018 (the consolidated version on the DIFC website is dated May 2026). Article 12 creates the office of the Registrar of Real Property, Article 15 requires the Registrar to keep a Real Property Register, and Article 26 says an instrument does not transfer or create an interest in real property until it is registered.

So the principle is the same as on the mainland, registration is what makes you the owner, but the register is the DIFC's, not the DLD's. When we work on a DIFC unit we check the DIFC register record, the building's own rules and the fees the DIFC charges, rather than assuming the DLD's schedule applies.

Can a free zone company use a mainland office or shop?

Yes, with a licence or permit from the DET. Executive Council Resolution No. (11) of 2025, issued on 3 March 2025, lets a free zone establishment conduct activities outside its free zone and within the emirate if it obtains one of three things: a licence for a branch within the emirate, a licence for its free zone branch to operate within the emirate, or a permit for specific activities. Branch licences are valid for one year and renewable, the DET may issue a temporary permit of up to six months, and the establishment must keep separate financial records for its mainland activity. The resolution does not apply to financial establishments licensed in the DIFC.

For buyers this is good news. A mainland shop or office can now appeal to free zone companies that hold the right DET licence or permit, which widens the potential tenant pool. Before you count on such a tenant, check that its licence covers the activity it plans to run from your unit.

What fees and taxes apply when you buy in a free zone?

For a unit registered with the DLD, the standard DLD sale registration fees apply wherever the building is: 2 per cent from the buyer and 2 per cent from the seller of the sale value, plus the title deed, map and trustee office fees listed on the DLD service page. Our checklist How Much Does It Cost to Buy Property in Dubai in 2026? Full Fee Checklist lists each line.

VAT follows the type of property, not the zone: the Federal Tax Authority treats supplies of commercial property, sales and leases, as standard-rated at 5 per cent. See How Does VAT Apply to Commercial Property in Dubai? for how that works on a purchase.

Corporate tax is a separate matter for the business, not the buyer as an individual. The UAE government portal says the corporate tax regime continues to honour the incentives offered to free zone businesses that meet the conditions, while the standard rates are 0 per cent on taxable income up to AED 375,000 and 9 per cent above it. Whether a particular company qualifies is a question for its tax adviser.

What about warehouses and industrial land in free zones?

Warehouses are where the free zone question matters most, because so much logistics space sits inside zones that lease rather than sell. Jafza's model is leasing, as above. Dubai South combines leased logistics space with the Madinat Al Mataar plots that Resolution No. (7) of 2021 opened to ownership. For an owner-occupier the trade-off is control and an asset you can sell, against a lease that may need less capital up front and sits inside the zone's own licensing system. Our guide Where to Buy a Warehouse in Dubai: Areas and Ownership compares the main industrial districts and their titles.

How do you check a free zone property before you pay?

Run the same checks you would on any Dubai purchase, plus two that are specific to free zones:

  1. Title or lease: ask for the DLD title deed (or the DIFC register record) and verify it; for a leased unit, read the lease term, renewal and assignment clauses. Our guide How to Verify a Dubai Title Deed Online in 2026: Buyer Checklist shows how.
  2. Plot and building: confirm the plot number and the building's permitted use.
  3. Authority rules: ask the free zone authority which activities may operate from the unit and whether any approval is needed on a sale or a new lease.
  4. Running costs: get the service charge history for the building.
  5. Tax: budget VAT on commercial property and take advice on the company's corporate tax position.
  6. Buying entity: if a company will own the unit, check the company's eligibility and authority to buy. See Buying Dubai Property Through a UAE Company: Eligibility, Authority and Cost Checks.

Bottom line: is a free zone the right place to buy?

It can be an excellent choice, especially for an office or warehouse that a free zone business will use or rent. Dubai's free zones give companies a clear licensing home, the 2025 resolution has opened a route for them into the mainland, and the ownership rules are written down plot by plot, so a careful buyer can see exactly what they are getting. Pick the zone for the business that will use the space, then confirm the title on the document. If both line up, you are buying with confidence.
